The Ease of Access button is present and NOT disabled. However, it is only accessible after you pressing Ctrl+Alt+Del. After pressing  Ctrl+Alt+Del is when I am presented with entering the logon credentials and it is at that time I can used the Ease of Access button and bring up the On Screen Board.

The very first screen has no interaction available. Swiping the screen also has no affect. CtrlAtlDel.PNG
