In the meanwhile, can you please attach the screenshot of your Master Repository configuration dialog?
Can you please confirm if the capture & deploy file task works with File & Repository Template in your environment?
Is your environment complicated? DMZ, NAT? can you please brief it a little?
If possible could you please try with FileZilla (another open sourced FTP server) to see if it works?
Sorry to ask that much, cause the error info is too general to get the root cause.
