I sometimes see the problem that Windows does not assign a drive letter to a newly connected drive (even if it has been assigned one before), and does not bring up the prompt to do so automatically.  It can be mistaken for the drive not working or being detected at all but it is, just need to go into Disk Management and check for it.  If listed, it can be assigned a letter by right clicking on the volume/partition and selecting 'add/change drive letter and paths'.  You can also (if no data on it) delete any current partitions and create new ones.

You stated BIOS is seeing all drives correctly suggests it is a Windows (OS) problem not a hardware one but who knows.  Also I'm confused about which OS.  You mention the system is running Windows 10 but Windows 7 in the topic title.

Can you clarify and list your machine model #, specs, and system BIOS version?
