This issue is usually caused by an Anti-Virus program turning off two "faulty" services they are the “Problem Reports and Solutions Control Panel Support” and the “Windows Error Reporting Service”I have included the steps I use to mitigate this problem below. Hope this helps for you.

With the computer powered up and the screen doing the screen flicker try these steps:

Step 1: Hold the <CTRL> + <ALT> + <DEL> keys down
Step 2: select the Task Manager
Step 3: select more details in the lower left corner of the task manager
Step 4: select File in the top left corner and click on the Run New Task
Step 5: type in: msconfig and select OK
Step 6: select the Services tab
Step 7: using the mouse click the down arrow repeatedly until you find the following services “Problem Reports and Solutions Control Panel Support” and the “Windows Error Reporting Service”
Step 8: uncheck the boxes and click the Apply. Select the OK. Restart the computer.

***If you are unable to get the computer to cooperate you may need to boot the computer in safe mode***
Step 1: Hold the <CTRL> + <ALT> + <DEL>.
Step 2: is going to be hold the <shift> key down and click on the power button icon in the lower right and select restart while holding the shift key down.
Step 3: Select Troubleshoot.
Step 4: Select the Advanced Options.
Step 5: Select the Startup Settings and select Restart.
Step 6: When prompted select the Option for Safe Mode with Networking (likely the <F5> key)
Step 7: Follow the steps up above without pressing the right arrow.
