I can only think that the storage device and the wireless mouse receiver drivers are setting up some kind of conflict, or it's a problem with the USB controller driver.
Only a few days ago, we had a related situation. Three of the four office HP's- two z420's and the z620 suddenly had the same problem in that USB 2.0 devices- flash drives and external disks would not be recognized in the USB 3.0 sockets- as they have been, but would run on a USB 2.0 hub. The USB 3.0 flash drives would not run in the 2.0 either, but the 3.0 external drive would. - Crazy.
The solution turned out to be a simple reinstall of the USB controller driver. This is a link to the one for the z820:

That driver is dated 2014- so it's not an update, but for some reason, all the systems using the same controller simultaneously had this same problem and the reinstalled USB controller driver solved it. Possibly, some Windows update simultaneously affected that driver.
