Elite X2 and USB-C Dock: Wake On Lan (WoL)

Please advice on how to achive an Wake On Lan with the Elite X2 and the USB-C Dock as mentioned here:

i only achived to have the elite x2 wake up from hibernation - but not from power off - is this possible at all?
