Banhien, with respect, yours is a way old link, and many of the HP links are no longer functional. Yours is for v2 of the advisory communication. It is now up to v11. See updated link below and if you dig into that deeper there is a workstation set that shows the Z440/Z640/Z840 workstations and links to their proper SoftPaq.
To the OP, if you're just wanting to get W11 running on this officially "unsupported" Z440 I'd ignore that and move on using Paul Tikkanen's Rufus method here in the forum (which works well). Many of us have W11 working and updating perfectly on our ZX40 workstations that way. Ours recently were updated to W11 23H2.
HP has done a pretty bad job of keeping info on the TPM upgrade/downgrade process available, but they have to move on constantly and some things get dropped into obscurity. DGroves probably is the best source of info on how to do this but he's also said HP has not provided a clear process. I've attached one of his comments as a PDF but note that his link to the advisory is now borked by HP too. IIRC he said once to set BIOS to factory defaults before moving into the TPM upgrade/downgrade process. Note that the same SoftPaq is used to upgrade or downgrade and go back and forth as desired. There also is a thread in the forum here that suggests use of an older BIOS version may unlock the ability to alter TPM version.
I just dug around for a bit and found you 3 currently functional links, for the updated advisory v11 and for the SoftPaq .exe plus the HP ReadMe related to this. I don't know if there are even more recent SoftPaqs. The HP ReadMe is attached as a PDF too.
You probably know that your TPM version can go back and forth as needed via the firmware change process. Some software and organizations demand one or the other. I think the limit of back and forth conversions is 40 times. Unless this is truly required of you, I'd personally consider it is a waste of time and talent.
