I had originally thought it was the capacitors since heating up the area seemed to fix the issue... I replaced the capacitors at work and it fired right up on the bench... then I took it home in my cold car and plugged it in and it failed BIST again...

This time I heated up just the heat sink where the thermisor is and it seemed to work. I guess I will test/replace that and the two capacitors on the board near where it plugs in that I did not replace.

The capacitors were a real pain in the neck since the solder seems to be the good stuff that is impossible to work with.
