I have a Z440 and in the BIOS one can set the speed of PCIe slots manually. The default is Auto and i had a similar issue with another PCIe 2-card and when i adjusted the settings in BIOS for the PCIe slot to Gen 2 everything worked as expected.
I would definitely try that in your case!
