Since machines are under commercial category, local representatives should cover this, in this case Micro info should work this out, you don't need to run around. I don't know which contract your government signed with suppliers therefore I can't have more details.
For consumer category equipments, the following statment is true:
"HP Global Warranty covers HP products at the level of standard warranty offered in the country in which it is used. For example, a product purchased in country "A" and moved to country "B" receives the current warranty coverage provided by country "B" (if that product is marketed or supported in country B)."

From my understanding: this is free BUT I'd like to tell you what is free: Normally you have to pay up front when signing a contract for bulk buy equipments, nothing free in this world.
2. If I have to pay a money for fixing. Could you tell me which kind of problem should I pay for repairs?
You and your right to ask, they can't say they fix a banana and charge for an apple. Again, depending on the agreement between 2 parties.
