I removed the non-ECC RAM and replaced it with ECC. I filled slots to capaciy: 24GB. Error message is is no more!
So it appears that non-ECC DMMS may work to some degree, but not when trying to fully populate all slots for unknown reasons. Best to stick with unbuffered ECC.
